Na if they were made without seatbelts you dont have to have them, but if they have been installed they cant be taken out. As far as I know you *can* put them in the front seat as long as there are no airbags or the airbags have been disabled, but the LTSA say the back seat is the safest place for kids under 12. Bonnie (CRS) will know more.

But if there's no seatbelts in the back then thats not an option, so front would be safer. Yep because it has no airbags. If you have a two door it is easier to put them in the front, but if it had airbags, No!  I suggest if it is a four door, keep Kylah in the back.
