Jack had a similar thing when caprece came home from the hospital, it looked like heat rash but was all over his body. The Dr showed me some pics of heat rash and there were some that did cover large areas/entire bodies.
Could it possibly be some kind of excaema (sp?) or something triggered... like maybe a new washing powder?

Is it possible for a heat rash to go over the entire body?
