Rangiwahia is several hours from Ngaruwahia so I don't think you want to go there. The last I checked it was about 1 hour into the hill country from Palmerston North. It's tiny.

Trying to think how far you are from Hamilton. It's not too far is it? what about booking in for a trial something...eg swimming, gym kid type things etc...most have an obligation free trial?

I've been to Rangiwahia, isn't there just a river there? You could bundle up and go for nature walks, or maybe join some puzzle/toy library in town so that you can have more stuff at home. Playgroups/playcentres don't cost very much. The playgroup in Gordonton is $2 a time and runs for 2 1/2 hours 2x a week.
The Chartwell library runs a 'thing' (don't know what it's called lol) on a Wed morning and I'm pretty sure that's free.

do you have a local library? our library does ryhmetime and storytime which is free...Ella loves going.

There is also mainly music which doesn't cost very much. Aldo do you have a local pool where you could take him swimming?

other than that our free activities are mostly visiting people and going to the park (ella loves playing with the bark and watching the other kids).
