movie maker is on most newer computers as a standard issue thing - its quite good.
Another one I have used (the trial version) is muvee www.muvee.com - I've made a few using that programme, and its way cooler than moviemaker and easier - basically just drag and drop photos and/or vids, add some music and it'll create it for you!

Hmm I *think* powerpoint is the slideshow program businesses use when making presentations, I'm just not sure whether you can put music in the background.
