My Baby has been doing that for 2 months now and no teeth yet, he has some hard white lumps but they haven't come out yet. Though, Jackson got two teeth at two weeks old!

It can happen early, and it is actually a bit more common than you would think. Plunket told me that its very normal for young babies to dribble and suck their hands, its a learning thing.
Caden was a hard out hand sucker and still is lol! The others are correct that it could just be a developmental phase. However apparently as a baby I started crying at night from 6wks and didn't stop until 12wks when my first tooth cut. So it is possible that your daughter is teething. As mrshouse said, you could try feeling along her gum for a bottom tooth. i second Weegee.............but i also remember motherof7 saying wee sim was teething at a couple weeks old...cus she felt along his gums and could feel it just under the gums so it hadnt cut through yet.....also ive noticed too that Malia is starting to dribble too and hands up at mouth too

It's possible, but unlikely. I thought JJ was teething when he was about 10 weeks old, for the same reasons as you, but it was just that around that age their salivary glands suddenly start producing a lot more, and they really discover their hands at that age - everything goes in the mouth as a form of exploration. Warning - she may get a bit spillier than usual for a while too, quite often all that new saliva gets swallowed and comes back up again until they adjust. It is possible but extremely rare. (it is even possible for a baby to be born with teeth - very very very rare).
