my mum just brought one of the rings with the seat in the middle a couple of weeks ago at The Warehouse Lyall Bay $9 ish - huge selection of swimming things there

Best BEST flotation devise for babies is a noodle.

Ethan @ 3 in his noodle. Obviously it is adjustable so it can fit smaller babies. They use these at my sisters swimming pool for the babies to learn to swim in and its much safer than the rings. I am not sure were you can buy them, I will ask my sisters boss. (I brought ours from her)

I couldnt find one anywhere so got it off TM.
