I wouldn't do anything about it personally, no one likes a nark.

There are a few people in my office that take the piss and do a lot more surfing than working and that shows in the quality and quantity of their work - that's their problem, not mine. The only time it bothers me is if their lack of work impacts on me, like if they are supposed to be getting something done for me that I can't do myself and I have a client waiting on it. In that situation I usually give them the hurry along. I make some offhand comments to my manager every now and then about it but I would never seriously make a complaint about it.

The anonymous idea is really childish in a professional work environment in my view. Personally, as an Office Manager, I wouldn't be too impressed about one of my staff coming to me about another one of my staffs work habits. If I were you I would continue to do your job well and trust that your boss will be aware. We're not silly, a quick movement and click of the mouse (with a guilty facical expression) or an equally quick ALT-Tab whenever we walk in the room doesn't go un-noticed. Personally, as long as my team are getting their work done, and it is of the quality I expect I'm not too bothered about their internet surfing.

ETA: The fact I spend a bit of time on personal stuff probably helps my perspective on it though!

Gosh if I couldn't access the internet during work time, I'd miss out on OB.

You have only 2 options really - ignore it or report it. 
In the end if she doesn't have enough work to occupy all her time, I'm sure that will show in her performance.

Id make a 'suggestion' to the boss that internet access is blocked with the exception of sites you need for work. We had that at work once and if during our breaks we wanted to check emails etc the boss would log us in. Wonder why the boss has not noticed are they really good at their job to get everything done & then have free time?

You work there you know what the best thing to do is. I would not get in to anything with her, no games or remarks.

Actually this would really p me off as well. My workmate is consistently doing freelance work at her desk (we have a special design package) as well as FB, blogging, twitter, surfing the net ... I can't believe it. She is very quick to of course to close when the boss comes in or the office manager comes over to one of our desks. I notice it a lot what she is doing because are desks are aligned but we have our backs to each other but if I get up or are writing at my desk I see. She doesn't have enough to do and is probably spending 10+ hours doing the freelance work etc (and charging like a wounded bull). She has been at work for about six months and is constantly blogging how she is looking for other jobs, how we are all lame etc. She can be quite narky at times and basically I'm over it - she says I'm not a happy person!?!?!? (um I laugh, play jokes on a daily basis).
