Another P&T's user here.
I have the Dash and I love it.
The lie-flat function isn't that close to the ground. And, like others have said, baby can still see you (albeit upside down!) when not facing you.

Before I got the Dash I had a Steelcraft Enigma reverse handle, so baby could face me.
It didn't really make much difference TBH.

I found a 3 wheeler with tandem seats (one in front, the other behind, but slightly higher up) on TM, and my plan is to put capsule in the rear seat so baby is facing me for first few months (I'll have a 21 month age gap too, but DD only JUST started walking this week, so I doubt she'll be able to walk f/time in 4-5 months!). The tandem style prams generally fold up to about the same size as a single pram, which is great if boot space is minimal!

We have the mountain buggy double but to be honest, I used the sling and the single buggy when DS2 was very little. We are getting a lot more use from the double now but as TheKelly says it is pretty big and not particularly suitable for shopping. Also pretty heavy getting it in and out of the car. Great for long walks though.

We also bought a buggy board for the single buggy and this gets a lot of use (though your DS1 will be younger than mine was).

I would still choose the MB again because I don't like the Phil and Teds style. I also felt I would get more use from the MB as they can carry a lot more weight than the Phil and teds.

From what I can tell on previous threads like this, you'll either be a mountain buggy girl or a phil and teds girl. Most people seem to love on style and not the other.

We got a Phil and Ted's dash and I love it.
Our son will be 21 months as well when baby arrives and trust me,cos I remember from my daughter, there will be many times when your eldest baby will want to sit in the buggy.

We've got the P&T dash (only used for one so far)and when DS was a newborn I used the cocoon and had him facing me which was cool. I got a P&Ts sport and L O V E it. I still take the toddler seat out on walks if they are a decent length, and because my boys are now close-ish in weight, Blair(3) just climbs in and out of the back when he needs a rest

Blair was 21 months old when Daniel arrived, but because I do a bit of walking - ie don't drive, a decent stroller/pram was essential.

I have a P&T sport and although I haven't used it with the doubles kit DD could see me as a NB when it was laying flat even though she wasn't facing me. I have also seen mums use the P&T cocoons and put them in backwards so baby is facing them.

Just a thought but if you are thinking that you might not need a toddler seat for long have you considered carrying baby in a sling/wrap/carrier while pushing your DS in the pram. That way you won't need to worry about bubs not seeing you if you can't find one to face you easily.

We have the Steelcraft strider take 2, baby doesnt face you, but that never bothered me! Ive found it to be a great pram.

You can add a carrycot to the Mountain Buggy Duo so baby would be facing you

There is the baby jogger city select ones or steelcraft where baby can face you...

I have a phil n teds sport and love it. Daniel is more than capable of walking 3km by himself but he loves going for walks in the pram. Alex can see me the whole time even if hes not facing me. I'm going to need a new pram soon, and am due mid next year. So I figure I need to buy one that can take a toddler and a new infant.

I've seen side-by-side ones, double deckers (where I think the little baby looks very close to the ground), I even seen ones where a toddler seat is added to the top. I'm also considering that when I have just the new born, I'd like them facing me.

We're going to start doing the rounds of baby shops next weekend, but I'd like any ones reviews/opinions on prams for two first.
