Both of them walked at 10 months also.
Currently the both wear crocs and that is about it. The youngest is normally in bare feet, but if we are going on the hot ground or to church or something, I will normally put shoes on him. The older one wears his whenever we go out or he is at preschool.
I have found every now and then I find a pair at the warehouse that fit...never thought about buying the next couple of sizes...thats a good idea.

I also find some of those little bobux type shoes fit well with my littlest guy. I have a few pairs of hand me downs and they are good on bare feet or over socks.
I have the same problem and its just a matter of taking mine with me and trying on 500 pairs. I find sandles are usually ok as you can get the valcro ones that have the double straps. Winter I really struggle as gumboots and sneakers are hard to find. My 15 month old only has 1 pair of sandels and they are ugly but from number 1 ($15). I have hunted high and low for shoes for him as he also walked at 10 months and most of the wider fitting shoes are have no decent sole on them as they are made for first walkers but he is past those.

My advice spend an entire day trying shoes on and then buy that pair in the next 2-3 sizes if they are cheap enough to do that!
