We are moving house next week, and I was just on the phone to the property manager and she said that we have to pay a water bill. We moved from out of town to this house and so were faxed the agreement, it was only one page long and the only conditions were that we clean the carepts. There was NOTHING about a water bill, and she had NEVER mentioned it, even when there was a major leak a while back. She said it was on page 2 of the agreement, but since I didnt receive that, and knew nothing about it, do we have to pay????? Im very very annoyed as we cant afford a stupid water bill.

Oh no, that is annoying!  I'm not legal eagle but I would guess that you probably would have to as you would have signed the tenancy agreement as a whole doc, regardless of what pages you've seen (they so should have faxed you the entire doc!).  Perhaps ask for a full copy of the agreement to check yourself.

Depends what you signed. If you signed stating you'd read the whole agreement then you may have to. If you can prove you didn't recieve it then you may get out of it however then the catch is that you shouldn't have signed stating you'd read it.... how much would the water bill be?

I only signed one page, I had no idea that there were more! The property manager never mentioned it either, pretty sneaky on her part. I have rung the tenancy place and they said I dont have to pay as I had no idea, and that it is against the law for them to have the carpets cleaned at the end of tenancy!

that's great, good on you for following it up. Why is it against the law to clean the carpets? My friend had to do it also.

Im interested in this as well. We are about to move and have been told we have to get the carpets prodessionally cleaned. Why is this against the law?

Argh, turns out she had sent us both pages, by e-mail, so we now have to pay, bugger.

Um the lady said that you only have to leave the house in a reasnoble tidy condition, but the property manager said that if they are dirty then they need to be cleaned. So I would ring the tenancy people so check. We have new carpet in one area and the rest is not dirty (well i dont think so), so fingers crossed we dont have to do it. I hate this stupid tenancy thing, I cant wait to own our own house.

I hate agencies. Seriously we got charged $50 to clean the skirting boards even though we went through and cleaned mopped and wiped them down numerous times. It was stupid I just agreed to get them off my back couldn't be bothered with it. We also cleaned mostly when we first moved out and it sat pretty much empty for a week as I had moved into a new place and did all cleaning on my own as DP and I had broken up at the time hence the move.

My last place I was meant to professionally clean the carpets and didn't! lol
