Our rates invoice just came and I realised with shock that the last payment I made (in February, before the due date) hadn't been credited! Rang the Council then the Bank then the Council and what had happened was I paid with bill payment via my Bank but had forgotten that our BP was credited to our old address (we moved in Oct 06). The Council has now moved the payment across from the old address to our current one and I got an amended statement in today's mail. But... they haven't reversed the penalty payment ($22.50-ish) that was incurred when they "thought" I hadn't paid.
Now I know I made a silly error but it was a small oversight, the Council wasn't made short of funds, I paid on time etc. I've asked but the receptionist was not promising anything and I'm waiting for an answer. Meanwhile DH reckons it was my fault, they won't reverse it, and I reckon they ought to reverse it for an error made in good faith - especially cause they had the payment all along, just thought it was for someone else.
Do you reckon it's fair for it to be reversed?

Yep should definately be reversed. You paid fair and square even though it was credited to the wrong address. And they would obviously have a record of what date you made the payment. I had an issue with a penalty on our rates invoice once and when I rang they said I needed to put it in writing. So I did and received a phone call a day later saying they were passing the credit right then. Quite good service for the council I thought!

I'm guessing it was PNCC rates?
If so I doubt they will refund you the penalty as it wasn't their error to begin with. They would say something like that penalty will pay for the time the Council staff used in fixing the statements/accounts etc.
PNCC are such tight asses that they will take any excuse to get more $.

They should def reverse the payment. You did pay the money on time, it just didn't get allocted to your bill...
Think of it this way, the money exited your bank account in Feb and entered the Councils.
It has been sitting there unallocated to any Rate Account for just over two months........... earning interest............ If they will not give you a credit on the penalty payment, ask for all of the interest that they have received off this money back.....
In a nice world, if the money could not be allocted to a Rates Account, the payment should have been paid back to originating account (yours)....
We had a similar prob with our Council over our Water rates and after 7 months (Yes you read correctly...) It is finally sorted out..... with no penalty payments...
