He's too young to be being naughty but like others have said is prob either over tired or in discomfort due to teething. It can be hard to get that sleep window right and for some kids there is no right and they'll cry any time, well that seemed to be the case for my boy. It can be hard but sometimes you've just gotta do it.

Could the dry skin be cradle cap type? In that case use some almond/olive oil and rub it in to the skin to soften the flakes, leave for a few hours then use flannel to rub the skin off.

We never had this with DD#1 but I swear that teething has been better with DD#2 because of this. They can be found really easily on Trade Me or at a chemist.

Also at this age babies like to be able to suck on something to self soothe themselves. If he can't find his thumb then maybe try a dummy. For us DD#1 sucked her thumb but DD#2 uses a dummy. A real sanity saver either way. Sometimes it takes a few tries to get bubs to take the dummy bu well worth either encouraging the thumb or dummy.

This might help if he is teething
When you put him into the cot asleep after rocking, how soon after he goes to sleep do you do it? Maybe try waiting another minute or two, and make sure you lower him slowly into the cot. I often stay as close to Ben as possible when I lower him into the cot and stay close until I have my arms out from under him, it seems to work best that way

For the last two days we've lathered it all over her before her bath as a soap substitute and put it on again after her bath as a moisturiser and it's working really well. It was prescribed for me by the doctor, but I'm sure you could buy it over the counter.

The oils didn't really work for us...actually, we only tried olive oil as we worried (probably hypochondiacally so) about nut allergies with almond oil...

The fatty cream has inadvertently cleared up her cradle cap as well.
