I am having a girl and I will never allow her to do that in front of other people, I understand the touching as the whole toilet training process, but when at a friends house and doing that eeewww.

OMG! Gross!!!! That is disgusting, I mean its normal for kiddies to touch down there, they dont know what it is, but for the parent to let them do it and them let them play with someone elses childs toy, that is not on.
yuck yuck! Plus I wouldnt let caden run round without a nappy or undies on at someone elses house!
