Toilet training for some is a simple process, for others it is long and drawn out. My DD started tting at her own prompting just before two (and rather out of the blue too - before that, she thought of the potty as a hat more than anything else!) and is only now at 2yr 9m getting to the point where she takes herself off to the toilet each time she needs to - we are still getting the odd accident here and there. It has been a lot of back and forth to get to this stage.
'But, he doesn't seem that interested in going on the potty' is the key phrase to me - for DD, her wanting to use it was the most crucial thing for it to work. I know plenty of people who have pushed tting with success, and there are plenty of other approaches you could take, but given he has a lot of other things going on at the moment, Id perhaps not push the toilet for now.
Certainly encourage and make it available to him, and let him get used to the toilet and how it all works (and do look in to a insert for the toilet, those things are great!), but I think getting other things sorted first and let him settle in to his new surroundings before really pushing it further is probably a good way to go.
