Hi, theres a parents room down on the lower level with the food court. Its been a long time since i went in there so i may be wrong but
Im pretty sure its got a little toilet for little kids, a normal adult toilet, a couple of couches and benches for changing babies on. and i'd hope a microwave.

As its parents room i often see dads take their daughters (6ish maybe) into there so their must be one toilet atleast

There's a great caregivers room in the Wall Street Mall (new mall attached to Meridian/ Golden Centre). Also the shop Miracle has a change table and rocking chair for feeding that you can use any time. It's kitted out with wipes etc too - It's my usual stop in town!

Baby City on the other side of the CBD also has a great little parents room at the back of the shop, they have a very comfy recliner chair that was awesome for breastfeeding! Pretty sure they had a change table too.
