You won't want to just have hemp inserts..
Hemp holds a lot but takes a while to soak it up so you would need some microfibre inserts as well. Microfibre soaks pee up like a sponge, very quickly but doesn't hold as much.
Can't really help ya on how many inserts you would get out of a metre. I guess that would depend on the size of the inserts and how many layers you were going to do.

Hey,
Do they need to be made with more than one type of fabric? Like for example a layer of microfibre and a layer of hemp..

You can make them that way or you can just have the one fabric. I generally use microfibre inserts (3 layers) and hemp inserts (2 or 3 layers).

I got 1 metre of microfibre from Greenbeans and my mum made me some before she left. I got 9 3 layer inserts and 6 2 layer inserts.

If you are willing to pay postage I can sew them for you. Do you want 'single' inserts, or trifold ones?

I don't know if I would say either is better but kebakat had a point, hemp is pretty slow to absorb but awesome at holding the moisture in once it's there IYGWIM
A combo of the two fabrics is probably your best shot, which is easily done.
