Whoever wants to. Often, Trish (tastic) or myself will update it when asked.
Personally, I only take people off when I notice that there has been at least 2 weeks between the due date of whoever is at the top of the list and the actual date and nothing has been heard from them in that time. If I have seen them on the boards recently, and know they haven't "popped" I won't take them off.
I came up with the current format of the list, so I feel kinda responsible to keep it up to date and looking nice!
