 2)  Multiply by 3 then
 
 3)  Add 3, then again multiply by 3

 Start with x.  
 Multiply it by 3 you get 3x.
 Add 3, 3x + 3.
 Times 3, 9x + 9 which is always going to be a multiple of 9 [that is, 9(x + 1)].
 The individual digits of any multiple of 9 (to a certain point) are always going to add up to 9.  The adding 3 is a bit of obfuscation - you could just multiply the first number by 9, then add the digits together, but that looks too simple    ETA: all puzzles like this work on several divisibility rules, so you can always see how they work:
 Multiples of:
 2: the last digit is divisible by 2.
 3: all the digits of the number add up to a multiple of 3.
 4: the last two digits are divisible by 4 (e.g., 24).
 5: the number ends in 0 or 5.
 6: the number is divisible by 2 and by 3.
 8: the last three digits are divisible by 8 (e.g., 144).
 9: all the digits add up to a multiple of 9.
