My trusty Shannon Lush book "Spotless" says this about tar:
Problem: Tar on fabric
What to use: Scissors or blade, baby oil, cotton balls, kerosene or dry-cleaning fluid
How to apply: If you can, place the fabric in the freezer. Then cut off as much tar as possible with scissors or a blade. Then dampen the back of the stain with baby oil on a cotton ball. Let it soak for a while and then rub the front of the stain with a cotton ball dipped in kerosene or dry-cleaning fluid. Make sure you work from the outside to the inside of the stain. Use clean cotton balls, one after the other, until the tar is removed. Do not heat the tar or it will spread.
Might help with getting the tar off his shoe! :)
