What does she do? Does she work / study?
Does she want to travel? Or into music?
Not sure on your budget but jewellery always goes down well.

Mum and dad and my sister are each bringing her over a bottle of duty free alcohol. She did say that she does want to move to Oz at the end of this year. |

I bought my sister nice gold jewellery for her 21st.. and nice lingerie since she wouldn't have bought it for herself back then.
Trying to remember what I really liked from my 21st pressies - just about everything is stored in a shed on my mum's farm these days!

Umm ... oh, last year I got my sister really nice PJs for her birthday, they went down well too. Is she into cooking? A nice cookbook or book about food? Voucher for a massage or mani/pedi somewhere?

Does she have decent travel luggage?
Maybe a travel pack or a nice suitcase is she's planning to leave the country.
