Nappy covers needed?

Okay, this may be a silly question, but I've been doing lots of web research and I see some MCNs say they need a cover / overpants.
But some don't say.

So, if it's got an outer layer of PUL or nylon, does that mean it doesn't need a cover???

That's one less thing to worry about then if I get those types.

I'm trying to find what's "simplest" as I have a VERY resistant DH. No idea why, but he's not at all into the idea of using cloth. Not the he's the one who'd be washing or even changing the naps in general!

Yeah the money is a good way of convincing. But for my DH it was when a nappy was left in our bin for a few days (by a friend who came to visit) and he did not appreciate the smell of just one sitting in our bin and didn't want to consider how much it would smell with the amount a newborn goes through hehe

That was the main reason for ditching sposies for me! (Sad to say! hehe)

or when you tell him you can sell them again when you've finished that usually gets them...
