I don't know about kindy programs vs daycare programs but I do know that although kindy is aimed at 3&4yos some will take children younger. Michaela will still be 2 (just) when she starts kindy in January and Kazzle's daughter Rhiannon was about 2 1/2 when she started kindy. Often it depends on their waiting list but also it depends on your child too and whether they are ready for kindy earlier.
I think it depends on the kindy what age they take them. Have a look around as different daycares and kindies vary a lot. Just remember with kindy its a lot cheaper because of volunteering so expect to help out a bit.
Our local Kindy says the average starting age is 3yrs 3 mths, so they must have a longer waiting list than some of the others. Daycare is if you want them in all day, kindy is just for about 3 hours (3 days for 3 year olds and 5 days for 4 year olds), so no good if you're working.
