I did ask and no it has to be the house owner who have the card although they said I may still quallify for a 40-50% discount. I don't think I shall go any further as really my budget before baby born really can't afford that - got to get the kids passports each and they cost $185 ea as its a british one (mine cost $289 shocker huh)
