Monkey doodlez. Daniel has been in a large once since about 6 months old and he's not chubby, it's just got good elastic

I second the Monkey Doodlez, they are fab! Livvy is in a medium and her legs aren't too chubby but she is quite slim around the waist. Like Stacey said the elastic is good, it's fits snuggly but is really soft on their legs.
This will give you a bit of an idea about fit - she was about 9.5 months old here and would've weighed just a tad over 9kg.

Does it do up at the front? Are they are to take off if they have an accident? Where do you get them from?

It's just a pull up type. They don't have domes. I've never had an accident in the year that Daniel has been going to swimming lessons so I've never had to worry about that

Livvy's never 'tested' hers either but I'm very confident it would hold everything in. The ones that do up at the front I wasn't too confident in putting Livvy in as she has leaked out of nappies that are similar to those.
I've heard that they can be messy to get off if they have had a poo in them but I'd still prefer that than a poo getting loose in the pool.

The places where I know you can get them from are Tweedle, Scarecrow Farm, Mothers Instinct and Aquabub.

We used a fuzzi bunz one...i think you can get from honey child now. snaps on the side. Cubby boy in the 50 centile and in them at nine months size large. My fave though we got from nature baby, Kushies swim nappies...Just a bit more room for my chubby bubby.

My fave is the Swimmis (by Bummis) which I bought from Snazzipants for around $20. It does up just like a disposable (really easy to get on and off) and the fit is great. There's heaps of adjustability and they wear really well.
