My 22 month is getting pretty bad with taking off too. I found these tots products Haven't got one yet but I am thinking about it. Not sure if they would be good or not but just slightly different option to the backpack.

The gremlins loved theirs, and still do - I think the secret to the attraction was that they had monkeys on them and they thought they were "cool". If they'd had a common garden variety leash I might have had more issues.

Harness and if they don't like it then do as someone else said. behave good no harness, misbehave wear harness, they soon get the idea. We've only used ours a handful of times as Spencer is know really good at holding hands, we also do the stop go game so fx he will stop if needed.
